Message from the Director: Adult Enhanced Dental Program Funding Restored


I’m happy to inform you that funding for the Alaska Medicaid adult enhanced dental program has been restored. Reinstatement of the program will occur on December 31, 2019 retroactively to October 1, 2019. The adult enhanced dental was previously defunded effective October 1, 2019. Medicaid recipients have been notified via direct mail that funding has been restored. Adult Enhanced Dental Program Reinstated Effective December 31, 2019


On December 13, 2019, the Alaska Department of Health and Social Services issued a press release announcing the reinstatement of the Alaska Medicaid adult preventive dental program (also known as the Adult Enhanced Dental Program) effective December 31, 2019. Prior to the effective date a remittance advice message will be issued to provide you with more details.

Emergency Room Behavioral Health Hold Extended; Changes to Claim Submission Requirements


Providers were previously notified that Alaska Medicaid’s temporary expanded coverage for behavioral health observation bed services would end effective 01/01/2020. Coverage has now been extended through the end of SFY2020, terminating effective 07/01/2020. Reimbursement is limited to 120 hours per hold.


Effective for dates of service on and after 01/01/2020 – 06/30/2020, report the first 24 hours using revenue code 0762; all hours in excess of the initial 24 hours must be reported using revenue code 0900.


For example, a claim for a 72-hour hold must be submitted as follows: revenue code 0762 – 24 hours; revenue code 0900 – 48 hours.


Hours in excess of 24 reported for revenue code 0762 will be reduced to the 24 hour maximum. Hours in excess of 96 reported for revenue code 0900 will be reduced to the 96 hour maximum.

Alaska Medicaid Introduces Well-Child Transportation Bus Pass Program


The Department of Health and Social Services and the Municipality of Anchorage are excited to introduce the new Well-Child Transportation Bus Pass Program. Beginning February 1, 2020, free People Mover bus passes will be issued to Medicaid/Denali KidCare-eligible children and pregnant women through the Municipality of Anchorage’s mTicket application. Golden Ticket Pilot Project Ending December 31, 2019


In December 2018, specified providers were notified that they were chosen to participate in a pilot project that offered an exemption from obtaining service authorizations. On December 31, 2019, the project will end and will not be renewed. G-authorization numbers issued to selected providers will continue to be valid for dates of service through December 31, 2019. For dates of service on and after January 1, 2020, please resume submission of prior authorization requests to the appropriate entity (e.g., Conduent State Healthcare, Comagine Health, formerly known as Qualis Health). If you are unsure where to submit a prior authorization request, please refer to your provider billing manual.

Public Scoping Meeting: Medicaid Telemedicine Regulations


A public scoping will held on January 15, 2020 at the Frontier Building, 3601 C Street, Suites 890/896, Anchorage, AK 99503. The meeting will begin at 1:30 p.m. AKST and will end when those who have called in or signed up participate before 4:00 p.m. AKST have had the opportunity to comment. Written suggestions, ideas, and other input will be accepted until 5:00 p.m. AKST on January 22, 2020.
