Medicaid Provider Payment Delays Anticipated in February 2022


The Alaska Dept. of Administration, Div. of Finance, announced that Alaska’s accounting and financial management system is undergoing an upgrade and will be unavailable 02/16/2022 – 02/23/2022 to allow for a data conversion to occur. As a result, Medicaid provider payments scheduled for 02/16/2022 and 02/23/2022 may be delayed until 03/02/2022. This notice is provided so that you may plan accordingly, in the event payments are impacted by the outage.


Through this potential one or two-week delay of provider payment, Alaska Medicaid will remain fully compliant with 42 C.F.R. 447.45, which requires payment of 90 percent of claims within 30 days of receipt and 99 percent of claims within 90 days of receipt.

Update: Implementation of Vaccine Requirements in Alaska


The State of Alaska is still reviewing the implications of the U.S. Supreme Court staying the enforcement of two preliminary injunctions that has stopped the Centers for Medicare and Medicaid Services (CMS) from implementing and enforcing, effective January 13, 2022, its vaccine requirement for certain facilities and providers who receive CMS funds. CMS issued guidance on the timeline for enforcement and attachments for facilities and providers in the 25 states, including Alaska, that were not subject to the compliance phases published on December 28, 2021. In the interim, we recommend you seek advice from your own legal counsel, as the State of Alaska cannot provide any definitive legal advice for providers.


November 26, 2021 Update: Post-Cyberattack Background Check Application Processing

  • NABCS has been approved for use, but providers/agencies must follow the instructions to get whitelisted by December 15, 2021; after that date, paper applications will no longer be accepted. To begin the whitelisting process, providers/agencies must complete a NABCS Provider Access Request Form and submit it to bcp.access.requests@alaska.gov.
  • Although NABCS is available for use by whitelisted providers, paper applications received since the cyberattack are not yet viewable in NABCS; the Division of Health Care Services has temporarily increased staffing to assist in entering these paper applications into NABCS.
  • Despite the tireless efforts of the HCS Background Check Team, the processing currently exceeds 15 days and will likely continue to exceed 15 days until all providers are whitelisted and input of paper applications into NABCS is complete.
